Stream Crossings
Bridges, culverts and fords can be used for crossing streams. The construction of small stream crossings are allowed as permitted activity under the Regional Management Plan as long as specific conditions are met. Larger crossings require a resource consent under the law (Section 13 of the Resource Management Act).

Permitted Activity Conditions
Some permitted activity conditions are:

  • Crossings are not constructed within an Erosion Hazard Zone as identified by the Regional Land Plan crossings are not installed on a channel which is part of a Catchment Control Scheme.
  • Crossings do not alter the natural course of the stream or divert flood water.
  • Crossings are not located within 1 km of an urban area culverts and bridges must be designed to accommodate a ten year flood event
  • Construction should avoid any adverse effects on fish spawning and migration by:
    • constructing outside the spawning/migration season
    • using techniques to avoid material entering the water
    • structure and works should not impede fish passage

Other points to consider are:

  • sediment must be minimised allowing no conspicuous changes in water clarity during/after construction
  • approaches, abutments, inlets and outlets should be stabilised and protected against erosion
  • all materials used that are not part of the final construction must be removed
  • crossings must be maintained to avoid accumulation of flood debris
