The Land Transport Section undertakes land transport planning responsibilities and statutory obligations under the Transit New Zealand Act 1989, the Transport Services Licensing Act 1989 and the Land Transport act 1998. These include:
Preparation of a Regional Passenger Transport Plan, Regional Land Transport Strategy, and annual Regional Programme for the Bay of Plenty region;
Registration of notified commercial passenger services; and
Planning, contracting and funding public transport services.
Regional Land Transport Committee
To assist in carrying out these responsibilities Environment Bay of Plenty has established a Regional Land Transport Committee. The present committee comprises four regional councillors, a representative from each of six district councils and representatives of:
Transit NZ
Land Transport New Zealand
NZ Police
Ontrack
Access and mobility groups
Public health
Cultural interests
Private motorists
Commercial road users.
This committee meets 4 or 5 times per year.
Statutory documents prepared by the Land Transport Section for the Regional Land Transport Committee are as follows:
The regional land transport strategy under the Land Transport Act. The strategy outlines the region’s future transport needs and how they might be met, and is required to be renewed at least once every three years.
The regional passenger transport plan as defined by the Transport Services Licensing Act. Although the plan is developed as a separate document it now forms part of the regional strategy. The plan specifies the passenger transport services considered necessary in the region, both generally and in respect of the transport disadvantaged. Services specified in the plan, but not provided by commercial operators, can be provided by Environment Bay of Plenty on a contract basis.
An annual regional programme under the Transit New Zealand Act, comprising outputs that the Regional Council considers should be included in the national roading programme by Land Transport New Zealand. The outputs that can be included in the regional programme are administration projects, road safety projects and public transport.
