Total Mobility is a nation-wide scheme designed to increase the mobility of people with disabilities. It was started in 1984 by the Assembly of People With Disabilities (DPA), in association with the NZ Taxi Proprietors Federation and local authorities. Over the last decade the scheme has been managed and 60% funded by regional councils. Land Transport New Zealand meets the remaining 40% of the cost.
Essentially the scheme provides financial assistance by way of a discount on taxi fares to any eligible person whose disabilities prevent him or her using public passenger transport (if available). Currently the discount is 50%. The user is required to pay the other half of the fare to the taxi driver, at the time the trip is taken.
